How Does Numbers DAO Work?
Numbers DAO operates on a straightforward governance process designed to ensure transparency and inclusivity. So far, the DAO has hosted 9 meetings, and are currently preparing to host the 10th DAO meeting, each following these steps:
- Proposal Submission: Community members or the Numbers Protocol team submit ideas or initiatives.
- Community Review: Proposals are shared with DAO members and the community for feedback and discussion. For example, our most recent community review explores whether we should expand our network support to an EVM-Compatible L2 blockchain, and if we do, which L2 should we support? During the community review, a member of the Numbers DAO expressed their interest in Base network, and shared his reasoning. After careful consideration, his feedback was incorporated into the final DAO voting topic.
- Governance Discussion: Popular or important suggestions are selected for further discussion. Active CAPTCH-A holders join this phase, while Pebble holders observe in a read-only capacity.
- Voting: Voting is conducted online, and only Snow-level and above CAPTCH-A holders can vote. Quadratic voting rules are applied, where 1 NUM = 1 vote power, but 9 NUM = 3 vote power. This ensures fair representation by reducing the influence of large holders, making it harder for any single entity to dominate and drive the DAO decision.
- Public Announcement: Results are announced publicly after the voting process concludes.
This process ensures that decisions are driven by community input and align with the shared goals of the ecosystem.

Soulbound NFTs:
To maintain integrity, some CAPTCH-A NFTs are soulbound, meaning they cannot be traded or transferred. This ensures that governance rights are earned through participation and cannot be acquired on secondary markets, preventing manipulation of the DAO structure.
